Hiding IP's

I recently had a google adsense account closed as a result of someone willfully clicking on my adsense advertisements. Obviosly whoever did this knew what they were doing. But Goggle do noy want to listen to my case or follow up the Ip of the offender.

I now want to open at least 3 new accounts with adsense and want to instal software that hides my IP to prevent future problems. When I apply for Adsense accounts will Google look unfavourably on me using software to hide my IP ?
